Arkansas House Members To Consider Adoption Regulations

Arkansas House members are scheduled to consider a pair of bills to regulate the transfer of adopted children to unrelated families.
 
The proposals to criminalize a transfer practice called "re-homing" and require the Department of Human Services to provide post-adoption services to families could be heard by the House on Thursday.
 
Both bills were filed after a newspaper reported that Republican Rep. Justin Harris gave his adopted daughters to a man who later admitted to sexually assaulting one of them. Both sponsors say Harris supports their efforts to change the law.
 
One bill would make most transfers of adopted children without state oversight a felony. The other requires DHS to create and implement post-adoptive services.
