Jefferson County officials say they found enough money to pay employees on July 15, but not for July 31.
County finance officials warned earlier this month that the county was on course to fall short of its payroll needs, which make up about 80 percent of the budget.
The Jefferson County Quorum Court has voted down or postponed decisions on proposals to deal with the shortfall of about $120,000 for the next payroll period.
Some court members say the county southeast of Little Rock must consolidate positions and lay off employees. Others support cutting the salaries of about 120 employees by about 20 percent in the meantime.
Another suggestion has been to borrow from other county departments to shore up the general fund. The quorum court will continue discussions Thursday.
