Rep. Cotton: Keep Health Care In Spending Debate

Republican U.S. Rep. Tom Cotton says he thinks the federal health overhaul should be a part of the negotiations over the budget this fall but is stopping short of saying he'll vote against any spending bills that don't defund the law.

Cotton, who is challenging Democratic Sen. Mark Pryor in Arkansas, said Monday he believed the budget talks provide a chance to delay or defund the 2010 law.

Some Republican lawmakers have said they'll vote against any spending bills that fund the law, a move that members of both parties have said could trigger a government shutdown.

Cotton said it's possible he'd vote for spending bills that didn't defund the law, depending on what they do with spending levels and delaying the overhaul.
